After 1780 the land that had been prohibited for settlement which was from
the crest of the Blue Ridge (Alleghanies) westward, was opened for
settlement.

I am breaking this down by intervals of ten years showing where the
counties were located per the census:

1790 -
 Lincoln - formed 1779 (which was made from part of the abolished Tryon Co
-Rutherford containing the other section, which also included some South
Carolina land) covered what is present Catawba, Lincoln, Gaston and a
portion of Cleveland Counties.

Burke  - formed 1777  contained part of present Caldwell, part of Avery,
present Burke, 95% of present  McDowell, part of Alexander, and part of
Yancey.

Wilkes - formed 1778 - contained Alleghany, Ashe, Wilkes, part of
Alexander, part of Caldwell, part of Watuaga.

Rutherford - formed 1779 - contained a portion of Cleveland, present
Rutherford, Polk, Henderson, Transylvania, Jackson, Macon, Clay, Cherokee,
Graham, Swain, Haywood, Buncombe, Madison, Yancey, portion of Avery and
portion of Watauga, with Washington Co., NC (TN) still a portion of NC's
present Wautauga.  In other words Rutherford covered the whole western
portion of NC.

1800

Buncombe - formed 1791 - is carved out of old Rutherford.  Called the
"State
of Buncombe" it covered what are now the present Henderson, Buncombe,
Transylvania, Jackson, Macon, Clay, Cherokee, Graham, Swain, Haywood,
Madison, and a portion of Yancey.

Rutherford's area reduced to covering a small portion of present Buncombe,
present Polk, a small portion of McDowell, and a portion of Cleveland, and
present Rutherford counties.

1810 -

Haywood - formed 1808 from the western siade of Buncombe.  It contained the
present Haywood, Jackson, a portion of Transylvania, Macon, Clay, Cherokee,
Graham, Swain counties.

Buncombe reduced to present Madison, 95% of present Buncombe, 95% of
present
Henderson (these portions are within Rutherford),  a large portion of
Transylvania, and a portion of Yancey counties.

1820 - same configuration as 1810.

1830

Macon - formed 1828 - from western tip of Haywood.  Contained the present
counties of Macon, Clay, Cherokee, Graham, a portion of Swain, a portion of
Jackson, and a small portion of Transylvania.

Haywood retained present day Haywood, a portion of Jackson , and a portion
of
Swain.

1840

Cherokee - formed 1839 , is carved out of Macon.  Containing present
Cherokee, a potion of Clay and a portion of Graham.

Macon retains a portion of Swain, present Macon, a portion of Jackson, a a
small portion of Transylvania.

Other mountain counties formed in that period between 1830 to 1840 were:

Yancey - 1833

Henderson - 1838
 

NC Western NC counties (and borderline foothills)

1841 - Cleveland -  containing present boundaries, formed from Rutherford
and
Lincoln

1842 - McDowell - almost present boundaries, contains small portion of
present Buncombe, formed from Burke and small corner of Rutherford.

1842 - Catawba - present boundaries, formed from upper Lincoln

1846 - Gaston - present boundaries, formed from lower portion of Lincoln.

1847 - present boundaries, formed from Burke, Iredell, small portion of
Wilkes.

1849 - Watauga - covered present Watauga, portion of Avery, formed from
Wilkes, Ashe.

1850

1851 - Jackson - contained present Jackson, portion of Swain, portion of
Transylvania,  formed from Haywood and Macon.

1851 - Madison - present boundaries, formed from Buncombe and Yancey.

1855 - Polk - present boundaries, formed from lower portion of Rutherford.

1859 - Alleghany - present boundaries, formed from Ashe.

1860

1861 - Mitchell - formed from Yancey.  Contains portions of present
Mitchell,
portion of Avery.  Yancey still contained upper portion of present
Mitchell.

1861 - Transylvania - present boundaries, formed from Henderson and lower
portion of Jackson.

1861 - Clay - almost present boundaries, Macon still contains small eastern
portion.  Formed from Cherokee.

1870

1871 - Swain - present boundaries, formed from upper Jackson, and upper
Macon.

1872 - Graham - present boundaries, formed from Cherokee.

1911 - Avery - formed from part of Mitchell, part of Caldwell.

As the county divisions are today, these counties are borderline foothill
counties (contains part of piedmont and part of mountain plateau):

Surry, Wilkes, Caldwell, Burke, Rutherford, Polk

These counties are mountain counties (starting at Virginia border.
descending
along the Tennessee line and moving south to GA and SC border):

Alleghany, Ashe, Watauga, Avery
Yancey, McDowell
Buncombe, Madison, Henderson
Haywood, Transylvania
Swain, Jackson, Macon, Clay
Graham, Cherokee

I have often wondered why the 1679/1790 NC taxpayers and 1701/1786 NC taxpayers didn't equal same names.

THEY cover just CERTAIN YEARS in CERTAIN COUNTIES!!
